Have an option to make it a certain percentage opaque like the new winamp 5.  It would go well with the always on top.  Also, mousing over makes it 100% opaque and then it is the set percentage whenever you are not moused over.  Just another option to go with the feature.

Take a look at this faq. The program suggested is very good, I like it very much.. it is not possible to set the thing about the mouse over, but you can set the transparency..
